No such thing as a minature pug. There might be a breeder out there who is breeding them down to a smaller size (like people who breed "teacup" poodles and such), but this is not good breeding because there is high potential to end up with sickly, unhealthy puppies. Do some research on the breed and find a pug breeder that breeds to the breed standard and runs all the appropriate health check on the parents before breeding them. All short-nosed breeds like pugs are prone to respiratory problems, so you want a puppy from healthy parents that are good genetic stock.

Why would you want a "miniature" Pug? They're already a member of the Toy breed group! Breed standart is 14-18 lbs, which isn't that big.
Any breeder who advertises for a "miniature" or "teacup" Pug is a TERRIBLE breeder that has no interests in bettering the breed...only for the $$$.
Get a Pug from a reputable breeder (there should be a waiting list for a puppy) to help ensure a healthy pup that will be well tempered and a healthy adult, too.

NO SUCH THING,,, what is referred to as a miniature pug is a puppy that has been poorly bred and is not resembling the breed standard,,, the irresponsible breeders try to give it a fancy name in order to sell it.... don't fall prey

If you see a breeder offering a minature pug, run in the opposite direction! These dogs are small enough the way they are; any attempts to get them smaller usually results in serious medical conditons later in life, especially respiratory issues. Breeders who only take size into consideration usually wind up with dogs that have temperament and behavioral issues, because they only care about the size of a dog when breeding, and not how friendly the dog is.
However, you asked for mini pug breeders in the New York area, so here's all the information I could find:

Technically, no. But if you get the runt of the litter, it will end up smaller than what they are normally suppose to be.
A friend of mine has a purebred pug and she (the pug) is now 4 years old and weighs in at a whopping 7 pounds! She is tiny for a pug! There is a person that lives near me that breeds pugs for $50. But they are without papers.

Yes. They are called "toy pugs". Mine is fully grown and she is a mere 10 lbs. You need to take a look at the ***** and the sire and speak with the breeder to determine what size of pug they have. I got mine from a breeder in Riverside, ca and the bitches name was Queen Laya Mother of Many.
