I like this guy and he likes me, but when we talked about it he said he doesnt want a commitment, because at our age it never goes anywhere, we're best friends, and we were hanging out, and he always wants to kiss me, and he tells me how much he likes me, but is he just trying to get the perks of a relationship without settling down? what should i do about him, because i will always give in to him

If you are both young, I think your friend is right. That doesn't mean that he can have all the perks though. That's in your control. I'd suggest NOT trading the perks just to get a commitment out of him. He'll only resent you for it later.

that's ******* ****!. if he likes you then he should atleast respect you enough to show you some commitment. i'm not saying he's an asshole cause by the sound of things you really want him. but it won't work. i don't know if your trying to make it sound not that bad, but on my end it sounds pretty bad to me. I'm sure you can get some better looking guy who will give you all the respect and commitment you need.
