It can be but that's not always true. In my case if I'm being flirtations with you and we both like each other and know that then I may want a kiss and is and is getting my lips prepared for the kiss but if we are just having a regular conversation, no flirting, no hints that I like you then my lips are dry.

Um, lol I dont think so. Chap stick is because your lips are dry cracking and they feel bad. There are so many other ways a woman gives off little hints that she is interesting and doing that is not it.

I don't think this is a signal that she wants a kiss, she was probablly just putting on some chapstick to help her lips out. Yet, if she starts to lick her lips and starts to bat her eyes at you, then yes, this is most deff a signal!

Taken as a whole.... I think she is interested. Chapstick alone..could be either way, but if she keeps touching you, and is trying to draw attention to her lips at the same time....could be she wants you to pucker up. The question is are YOU interested? If so let her know.

umm...it depends. normally I wouldn't apply chapstick in the middle of a conversation, so I guess it could be, but it mostly depends on what direction your conversation was taking at the moment.
