that just happens to live next door (sad i know) ... but i've liked him for almost 3 years (on and off) we go to different schools and the most i've ever said to him is hi.... i don't want to be blunt and ask him out (plus i'm shy) but how can i develop a friendship more than just saying hi. i REALLY like him but we barely come in contact.

You are in the same boat as me but the guy I like is in my classes. Maybe get his MySpace, IM, or e-mail address. Start off talking to him on the internet, or when you see him, make small talk
When you know him better, go places with him, and see if the sparks fly...

just say hi whats up or ask how hes doing to start a convo. if it doesn't work at first just keep trying if you really like him. . ask if he has a myspace, or aim. most teens do!

just ask him if he wants to come over and hang out. spend some time just talking and hopefully things will start to progress.
