She is 7

Really really hates needles. Always gets hysterical & fights out.

I want her to get it doen - as calm as she can be.

Will the phlebotomist be able to help calm her down ?

Try and go to a phlebotomist at a Children's Hospital where all they deal with are pediatric patients. And let the person know ahead of time that this is a concern.

Maybe ask about using a smaller needle or butterfly needle. I think that there are also some numbing creams that they can use on the arm.

I don't think that anyone intentionally tries to scare children when they have to get shots. One thing that you might try to do, is distract your daughter while she is getting the shot so that she does not watch. Or you may try giving her children's tylenol before the appointment (check with your DR about this though) just like you would do if you got your eyebrows waxed.
