My guess is that it's probably illegal, at least by statute. However, some friends (all girls...guys might not get away with it as easily as we do) and I got naked and were body painted two years ago at spring break, and walked around like that for a few hours. From a distance we looked like we were wearing tiny bikinis, but up close you cold tell that we were naked and just wearing body paint. Nobody bothered us, and we passed a number of police officers during that time who just looked and smiled at us.
Remember, though, that it was spring break, and the cops are usually more tolerant of relatively harmless things like that during those weeks.
I wouldn't suggest trying it without first checking with the local police in your area. It is fun, though, so if it's not about to get you fined, go for it!
