That's the correct web address, but they don't give an email contact. You might have to call them:

.It is possible that we do not have an Embassy in Croatia. I would try sending an email to the Department of State in Washington D.C. with your question. Instead of an Embassy, we may only have a Consulate in Croatia. Good luck.

The web address you have tried is correct and it should work. It may be some simple reason why you couldn't, like e.g. the server was down or something like that.

Just try once again (the link is bellow in the source) it should work! I have just tested it!
