Your question is slightly open ended. If we assume that there is such a thing is sin, and not just an inherently harmful or bad act, then we assume there is a God who calls that act a sin- therefore, GOD decides what is a sin or not. If we assume there is no God, then nothing can technically be a sin, but rather just a morally deprived offence.
If you assume that there is a God, but you actually mean to ask who decides here on earth what is a sin, then I have to ask what you mean by 'decide'. There are many groups/organizations (e.g. The church in all it's many forms and denominations) that can tel you what THEY deem to be a sin, and what THEY will handle/judge under that heading, but just because they call it a sin does not automatically make it one.
In my opinion, sin would be something willfully done to harm others physically or emotionally, or which results in compromising your own mental/spiritual well being.

Any comments or deleted sentence will add to that decision, it seems only fit and trusting to let go of reason sending chemical facts into relationships like normal people do and get supported for. A sin is meant to be the moral agenda for people with neural or passionate disorders, or perhaps the deleted error in expression and cultural upheaval without boundaries or backup from society and respect intended from all.
I think intently upon trusting enough anyone with emotions and forgiveness does imply and secure the decision of what sin is. Nothing unworthy or bad just sake of truth, perhaps it is about confession and explicit lirics. Bye.

I think the Bible decides what sin is, but our faiths today try to tell us one sin is bad but another is OK.

Your question indicates you beleive sin is an action.
It isn't.
Sin is a condition ....a state in which we find ourselves.
Originally, sin meant "missing the mark.' or if you prefer 'falling short.'
That is our condition at the moment.
We all fall short of how God meant us to live.

a sin or no sin. either you practice religions nothing has to do with what is sin or not. what i do myself and what i always reason is to listen to your consience .somehow its like an inside voice . try it and it works , no religion, noone but your inner consience helps for me it always does. good luck in your good doings
