Yes.... it can be normal. As long as the discharge isn't looking or smelling like an infection. If it is, a trip to the veterinarian is in order.

3 weeks ago? I'm not a vet but I would think that it isn't normal.
I'm wondering if she possibly didn't pass the entire placenta after the last puppy was born.

I'd call the vet and ask, just for the piece of mind.

It can stilll happen at 3 weeks, but you should take her to a vet to be examined, she might be having complications with everything coming out correctly, better to be safe than sorry.
