He is trying to imagine you naked. This isn't trying to be funny, thats what guys do. Like the old saying goes, if you seen one girl naked, you want to see them all. The lips part is that he is good enough to only let you catch him staring at your lips. We are quick enough to notice when you glance away for a quick second and then our eyes are like BLAM, then back at your lips.

It means he probably fancies you. However that doesn't mean he necessarily wants a relationship. Guys fancy (and stare at) loads of women but may be in a relationship or not interested in taking it further. If you're interested in him, try engaging him in some idle chat. If he responds it might lead to something. If he doesn't then forget it

he may wish to kiss you, guys stare at you when your dressing is good or you looking beauty or some other physical factor ( I think I need not to write every thing :- lol ) but you need to be careful also because if you take it firmly he may dare to do something more so just make your face such that he has some fear from you, best luck :)

Sometime when guys flirt THEY ARE jUST BORED. So don't read to much into it. Until he actually makes some effort to let you know he's interested ( and he will if he truely is) it is what it is. Just Staring!!!
