Government assimilates to cut down on fraud, should they refer citizens instead of cutting them off cold?

Government has many assistance programs. And where one might not qualify for
one agency, they might for another. And Government ends up paying anyway.
There are many homeless who are disabled, and connot get Disability benefits. Simply
because Social Security doesn't know how it will pay out in years to come. Used to be any bum could get on it. Shouldn't we re-work the system. Get help for addicts, and weed out the bums?
Tough Times require tough choices. But we cannot afford to go to extrmes and let anarchy develope. Find the Middle ground.

The "addicts" you say we should subsidize are in reality bums who use the crutch of addiction to demand sympathy for that which they have chosen for themselves. I am sick of paying for the bad choices others make and being penalized for not becoming a welfare bum.
As for anarchy, that threat is meaningless in a country where the decent citizens have the legal right and ability to defend ourselves. The sooner the bums try for "anarchy". the sooner we start the individual purging of violent bums...
