kids that young can have fun anywhere as long as they are not expected to sit still long and are not at some "do not touch" place. So, you can take them to the mall, the zoo, the park, the museum, anywhere. They love to explore anything, even a shoe store can be fun! I have an 18 month old. Her favorite place is the local pet store where we look at fish, birds and mice. Have fun!

Kids love pots and pans -- a tupperware drawer is also a good play place...the park is great for a short visit ( the swings and slide - with your help of course) and songs and word games are good too!!
Believe it or not -- these little sponges can pick up a lot in the first 3 yrs of life. If you know a foriegn language - start teaching simple things to the child.

arts and crafts... like finger painting. Also they love to dance so put on some kids tunes like old mcdonald. Edible playdough is fun. Oh and painting with pudding or yougurt is a good idea if they try to eat the paint. Or just coloring with crayons

I know this may sound strange -- swimming lessons. My sis in law took both kids at about that age. Good bonding experience, fun and beneficial in many ways. There are indoor places for the winter.

this may sound strange but my 23 mo old loves big empty boxes, just make sure there are no staples in it. she will play with it, and in it for hours! there is a lot of imagination play with a big box!
