I my country of origin: England, the #2 sentence was and only was correct. Including /to/ was imperative (essential.)

I emigrated to the Untied (sic) States and found that it is hardly ever said that you help someone TO do anything. You just help them sing, swim, dance what ever. the infinitive of the verb was not used, just the action word.

Ditto when you say "She wrote me last week" (Am)
"She wrote TO me last week" (English)

Both are okay as far as construction, but # 1 is a cleaner, more-to-the-point sentence. An English teacher would srike out the "to" in your second example, because it is unnecessary in order for the reader to understand what is meant.

The first one is correct. In the second, "to write" would be an infinitive phrase, and they can only act as adjectives, adverbs, and nouns. If you substituted a noun, for example, in place of "to write" it wouldn't make any sense - Can you help me cat a letter? doesn't make sense.
