Like others have said, you shouldn't look for the cheapest dog because there will be a puppy mill or backyard breeder behind it, and you will end out paying more money in vet bills than if you had taken the time to do a little research and find a quality breeder.
If you want to adopt one, try the humane society. www.petfinder.com is a great place to find animals up for adoption, and will have many animals listed that *aren't* in the humane society, such as rescue groups and current owners looking for new owners for their pet.
A new pet shouldn't be a surprise, even if the person already knows they want one. The future owner should play a large role in selecting their new pet.
If you really want to surprise her with a pet, I suggest buying dog supplies, such as leashes and collars to give her first, as an annoucement that you will buy her a dog, and then you two can search together for a dog.
Also, a wedding is not a very good time to introduce a new pet.. The pet should be introduced to a stable environment, so wait until after the hectic activities of the wedding, honeymoon, and any moving have passed.

I don't think you should be looking for the cheapest place because there's probably a puppy mill behind it. You'll actually end up spending almost double the price of the puppy on vet bills. Whatever you do, DO NOT buy from a pet store. There's a Yorkie Rescue somewhere in Ontario- I think around woodbridge somewhere. Ask around and try to find a reputable breeder. Good luck!

First of all, there is no such thing as a miniature yorkshire terrier, it is a marketing term made up by unscrupulous breeders to sell undersized, substandard animals.
Secondly, because they use this term to charge a HIGHER price for these sickly things, finding a cheap one would be extremely difficult, and if you did find a cheap one it would likely cost you a fortune in vet bills.

Never get a dog as a gift for someone. The person that wants the dog should spend time with the animal before taking it home. Pets and humans pick eachother.
