i would pack to wear layers. we spent three days in rome last march and each day was a bit different. the first day was sunny, yet cooler. we needed a light jacket with pants. the second day was about the same, but cool and overcast. the third day was really cold due to the wind. it rained part of the day but it was just cold. we rode the subway around the city to keep from walking in the cold. if you pack a stuff you can wear in layers and both a light-medium jacket and a heavier jacket, you should be fine. also, try to save packing until as close as possible. check the weather forecast just a couple of days before so you can be as prepared as possible.

I use Wunderground to check travel temps. It has an almanac feature about halfway down the page on the left side. You can look up the last few years in March and see how much rain, temps, etc.
For instance, last year the Max. Temp was 66 F or 18 C and the minimum was 32F or 0C. The average Temps were 57/42 F or 13/5C. Last year there was no rain in the month of March! Great tool! I even used it to plan my wedding date. We were having an outdoor wedding and I didn't want it to rain!

Truth is that there is no predicting the weather, especially this year when the weather seems to be quite unusual all over the world. So, you ought to bring things for both warm and cool and check on-line for the extended weather before leaving-even then, weather does whatever it wants when it wants.

You need to pack last minute and check the web (Accuweather, for example) for the weather. I have been to Rome in March and it was a balmy 75 degrees, and I have been to Rome in April in a blizzard!

Much milder even with a higher latitude than New York.
Spring-like weather most of the year. It can get cool in the evenings.
