I think it depends on the individual. Some people allow others to influence the decisions they make, but it could also be that a relationship is not a priority to them at the moment, they are not interested in the person pursuing them, or they may have been disappointed by someone in their past and decide to take a break from dating for a while.
You should ask the girl directly and never make an assumption.
