I'm an American with family in Germany. How can I join the German Army as a foreign national? I've already been to their website but it doesn't say anything about citizenship requirements.

I would think you would have to be a German national, or have German citizenship. But why would you want to join the German military anyway? Why not join the military in the States? I'd wait until George Bush is out of office, though.

Just fill in the application form on their site and they will contact you. Or check the phone book and call the local "Kreiswehrersatzamt" - thats the department for signing up to military service.
As far as I know you need to be a german citizen - for legal reasons and your own constitutional rights.

You definitely have to be German citizen.
