They both should satisfy your desire for great sound. However, I am partial to the Cerwin Vega, over the JBL.

Define "better". Longer lasting? Louder? Cleaner sound? Deeper bass? Brighter mids and highs? There are a lot of factors that could be involved when deciding what is better. Also, the room they're going to be in matters, too. The room they're in will cause more change in the sound than the difference between these two brands.
To add to my answer, there are different kinds of speakers - cone, ribbon, and electrostatic. Electrostatic are the best, but are very expensive. I have a pair of Magnepan ribbon speakers I have had for 10 years, bought used even then, and they sound much better than cone speakers.

Both of these companies have been making high quality speakers for many years. But only your own ears can determine which particular set of speakers will appeal to you the very most. Speakers that sound fantastic to me might not appeal to you.
So, you really need to go to a store that carries both of these brands and audition the speakers yourself, playing the type of music you listen to the most. Bring along with you some of your favorite CDs--you can't rely on the store to have on hand the kind of music you like the best. Any decent store will have things set up in their listening area so that you can quickly switch back and forth between two pairs of speakers, enabling you to can make a valid comparison between them. It may take only a few minutes of this to allow you to make the choice for yourself.

I have a pair of inhereted CV's they are from I would say the 60's or 70's. When I got the speakers they were horrible. I set the cast iron 15 inch woofers back to CV and they redid the woofers. Best 200 dollars I ever spent. It sucks they don't still sell them in the stores like they used to. I like CV's.
