Booking records and court records are generally public records. Go online and search for the court and sheriff's department in the county where the person you want to find out about lives. Many counties now have search engines that allow you to search court records and booking records by name. You may be able to find what you are looking for this way.

One would hope it would be a short list to begin with.
Arrest records are not available as readily distributed public records- thgere must be a "need to know"..
If you have a legal action against a police officer you could subpoena these records either from individual jurisdictions (who would only tell you if that person has been arrested in their own community) or from a state bureau of criminal records.
