As I have said any number of times, the 'best' way to increase your refund is to have TOO MUCH withheld. Any competent tax preparer should be able to find every deduction and credit that you are entitled to. The good ones will advise you to adjust your withholding the match your actual tax liability. This will increase your take home pay and MINIMIZE next years refund. Remember, any refund is just the IRS returning YOUR money that you OVERPAID.

It depends on the complexity of your return. If it's pretty basic, with just a Schedule A & B, H & R Block or Turbo Tax should do the trick. If it's complicated, such as capital gains, Alternative Minimum TAx, business income, etc. a CPA might be better.

If you want the most money back file them yourself, instead of paying someone to do it for you, if you have a simple return and haven't been cheating along the way, it will be easy. H&R Block has been in trouble recently for several things and a CPA is going to get quite a chunk of change to prepare your return. IRS.gov will show you how, good luck!

HR Block is cheaper. Only thing about them that might not be good is that they have newly trained tax preparers every year. If you want quality, specifically ask when you call them for someone who has experience working with your particular information. Most of the time they will put you with someone who is experienced in that particular area. It depends on the office though.

Assuming that both preparers are accurately preparing your return and are getting you all the deductions and credits you are eligible for, the tax refund will be the same. No one can "guarantee" that they will get you a larger refund.
