This assumes that the mind will be transformed for the better.
I'm not so sure that all minds can be so transformed, or that all transformations will be an improvement.
But one can always hope....

The Mind is a communication and control system between the spirit / soul and it's (his) environment.
The mind is a network of communications and pictures, energies and masses, which are brought into being by the activities and interactions of the spirit with the Physical Universe and other spirits/individuals.
These activities include the operating of a body and the solving
of problems related to survival and existence.
The mind has 2 Parts:
The Analytical Mind. The keynote of this mind is awareness. One knows what one is concluding and knows what one is doing.
The Reactive Mind. This is a stimulus response mechanism.
This mind acts below the level of consciousness. It never stops operating unlike the Analytical Mind which can be less aware or even completely unconscious.
It is the reactive mind that is the only source or cause of negative or "wrong" actions in man.
So the answer to your question is yes, wrong action or actually "reaction" is caused by the Reactive Mind. When this is transformed or erased, man is able to operate fully aware. Because we are basically good (not evil), when this part of the Mind is confronted and brought into our conscious awareness it no longer has this effect on us.
Moral and ethical actions are then the natural result, because this is the native and potential character of the human spirit.


P.S. The fact of the Reactive Mind, it's effects on us, and how to transform it , was fully researched and discovered in the 1940's. A book was published in 1950 in the USA which became a best seller and has since been translated into over 50 languages .

Mind is the first sensor where all kinds of information comes. There after our will decides what to do with the information received.
Wrong doing do not arise because of mind. It is because of the presence of the evil in the world. Most believe that Satan is the source of all evil. Satan through his various agents/angles constantly brings to our mind things that would make us do wrong by thinking wrong.
Along with mind we also need to transform our heart( that which gives us the will power). Even with the transformation of our mind and heart the evil will not stop to tempt our mind.
But it is possible that with a 'transformed' mind and heart you can have the will power to resist the temptation to do wrong.
THE QUESTION IS HOW DO YOU TRANSFORM YOUR MIND/HEART?
I have found the answer, if you ask me how?

Read Krishnamurti,for he talks about this extensively.Yes, transforming mind gets rid of ego which is what seperates one from the devine.When you reach total love and let go of what you have been told and hear the devine then all is under stood

Jesus said that evil comes from within us. And the Bible in general teaches that mankinds heart is evil. Mankind is a complex being consisting of heart, mind, and soul/spirit. The mind is just a simpe tool. It in itself can no more sin than a hammer can. We have a dark place somewhere within us where sin comes from. That is why we need to die (in baptism) and become a new creation in Christ. Only then does that dark thing inside us lose its ability to control and damn us to hell.
