5-point harness is absolutely the safest.

In our state he would still be in the 5 point safety seat. For us it is 40 lbs and those 3 lbs really do make a difference on how he would fair in a crash.

Local laws will vary, so the first thing you should do is call your local police station and ask.

But it is ALWAYS safer to be in a 5 point harness that is attached both with a tether AND a seatbelt/LATCH/UAS

Most front facing seats go to 40-50lbs and there are a few available (britax is the one I know) that go to 80-100lbs

It would be a good idea to go your local Police Station to ask about the laws in your area. There are a few fire stations that will also check to see how you've installed your child seat and help you install it properly. There are many that will not stating they cannot be liable for installing it, but my wife and I asked fellow new parents and they informed us of a fire station that did this.

It really helped us. We thought we had done a good job installing ours until the firemen showed us how loose we had still left it.
