I want to make a HTML file my desktop background, but i cant get into the Control Panel without admin rights. I cant get an admin to do it for me because they are only there to solve problems. Is there any other way of doing this?

The determination is per chance too small. a sizeable one is 1000x1000. bypass to the internet website interior the source for a ton of heritage at good sizes. i bypass to regulate panel, demonstrate, heritage, and set the image from there. verify you position stretch on or it will be blurred like your image or repeated.

ever thought of CHANGING the adminstration rights towards you? or going into safe mode to change it?

Or using prompt to open control panel?
