In showing terms a dog is a Minor Puppy until it is 9 months old, a puppy until 12 months old & a junior until 18 months. Otherwise it depends on the breed. Generally speaking, the bigger the breed the longer they take to mature.

It depends on the breed. Smaller breeds "mature" or grow faster than larger breeds. For example.....a yorkie reaches full growth at about 9 months, where a great dane will not be full grown until 2 yrs old. As far as mentally, I think they all stay puppies.

A dog is grown as one year. Some breeds never stop acting like a puppy. Pit bulls are one. They are perpetual puppys when the play.

In the United States the legal age a dog is considered an "adult" is 6 months. if you have the limit of I beleive it is 3-4 dogs on your property that YOU own...if one has a litter, you are legal until they turn 6 months old. I've lived in New York. In Canada the limit in the city for the number of dogs is 3, in the country there is really no limit as long as they are kenneled, cared for....etc.(Often used as livestack guarders). If you have three dogs....and one has a litter you have until they are 4 months old to find them homes. In Canada the Humane Society wouldn't notice if you have 10 dogs, just as long as you don't get reported.....

Most breeds are considered pups until they are 2 yrs. old. That's when most reach adult maturity, however, some breeds such as Rottweilers don't mature until they are around 4 yrs. old.

It depends on the breed but usually at two they consider them to be teenagers.
