God created Satan as he did the other spirit creatures. He gave them all free will. Satan chose to defy God and want worship for himself. Sadly, one third of the angels sided on Satan's way of thinking. Satan will not repent because the Bible tells us in Revelation that Jesus ousted Satan and his hoards from heaven to stay only on the earth. (Revelation 12:12) Then, at a later time, Satan will be abyssed for 1000 years, then let go for a short period of time, then finally destroyed! (revelation 20:7-10) So Satan, will not repent! He is marked for destruction and that is why he is out to make the world as miserable as he can make it. Looks like he's succeeding, correct? Our lives will be changed to the good when he is finally destroyed. And that time is coming soon, thankfully.

God did love satan when he created as a angel. He would've forgiven him if he had repented. Satan was filled with pride and wanted to be God! He said he would build a throne above God's and be like the Most High God1 He blasphemed, did not repent and was punished, and is now awaiting final judgement. Nothing will change that now!

Many contributors have intimated that Satan doesn't want to be forgiven. But I'm not sure if he has made that statement himself. I see lots of contributors attributing that assertion to him - that his ego and pride prevented him from seeking forgiveness, and the he will never ask for it. But nowhere in the bible does it say that he doesn't want to ask for forgiveness. Neither has Lucifer come out clearly to say that he wants to rebel for ever. Most of the misdemeanors of Satan have been ascribed to him either by biblical prophets or theologians.
Of course we read about Jesus's encounter with Satan in Matt 4:4 after his lengthy fasting, where Satan tries to usurp the powers of God through tricks and manipulation. But the question is, if Satan indeed was contesting the inheritance of God with Jesus, then he would have tried to forceful approach, instead of riddles and subtle persuasion.
Personally, I feel that the story of The Fall is rather problematic when viewed in a rational context. Therefore it should be interpreted on the basis of faith, and not logic. For example, if we are to take the creation story literally, then Lucifer would be a son of God. Perhaps Jesus took an active part in creating Lucifer (John 1:3). The bible teaches about "turning the other cheek" (Matt 5:39) and forgiving the other person "seventy times seven" (Matt 18:22). Therefore if God is "well pleased" (Matt 3:17) with only Jesus Christ, and cannot even reconcile with His other son Lucifer, then we have a problem here. After all, the Prodical Son was forgiven after wasting half of his father's estate (Luke 15:11-31). God can do the same if he chooses to.
My point is that it is that God is ever merciful, and He can afford to forgive Satan if He chooses to do so. Yet again, we're made to understand that "His ways are higher than ours", and that "His ways are not our ways". For that reason, lets give him the benefit of doubt that He knows what he's doing.
I hope this helps.
Good luck!

No God does not love Satan and Satan will never be forgiven because Jesus died for mankind not the spirits that rebelled and left heaven.

God cannot forgive Satan beause he has committed the unforgivable sin of blashpeming the Holy Spirit. Once a person has recieved the Holy Spirit or been in its presence, it is unforgivable to blaspheme it.

Peace!
Satan has already made his choice. There is no possibility that he will repent because he thinks he is going to win.
