The question is rather ambiguous. When a file is deleted from a hard drive, it first goes into your recycle bin from where it can be easily recovered. Once the recycle bin is emptied the address of that file is removed so it doesn't appear. The actual file is still there until it is overwritten by another file. These deleted files can be restored using special software, if it hasn't already been overwritten.

I don't really know what you are asking. You might be asking if it's really gone when you delete it from the hard drive. If so, the answer is no. But usually the only people that can recover it are people who specialize in computer forensics. It is a very expensive process to recover files this way.

You might be asking if there is a way you can get it back if you delete it accidentally. No, there is no way that YOU can get it back (if you have emptied the recycle bin). But then again, the computer forensics people can get it back for you.

First stage -> when you just delete it
Second stage -> when you delete it from recycle bin
Third stage -> when you format the disk

Third stage maybe the files really deleted, but i heard some software can restore file from -several times- formated disk!

There is software that can recover deleed files.

There are also many companies that specailize in data recovery.
