Every Army National Guard unit trains regularly on riot control and every state maintains a RRF (Rapid Response Force) to deal with riot control situations (among other things) And this has been the case for decades. Stuff like the LA or Detroit riots go down you can't expect the military to bumble in and assist in restoring order without some prior training and preparation. As for martial law...if that were declared it would be because a lot of sh*t has gone very wrong and things are totally out of hand. Not "just 'cus". Martial law means, quite literally, that the courts are unable to function. In that case, once again, you would expect the military to be trained and prepared to restore order so that the courts and government could resume normal operations.

Yes. Many military training manuals are items of public record, because they are paid for by US taxpayers. Obviously, you won't be able to get easy access to anything classified though.

Just type in any FM, AR, SB, whatever and I'm sure that Google will find it. It also depends on which manual you are wanting. Some are classified others are for public use.
