A ticket is a legal document, and contains a record of evidence (time ,place and vehicle) the onus is on the person filling it in to ensure it is correct, otherwise the evidence is not accurate. Even if a picture was taken, the fact that the ticket and picture details do not correspond invalidates any case they have, because the ticket is a record of that vehicle being there, the picture to substantiate its prescence. Thus, they served notice on you (the ticket) for the offense, however, your defence would be that the car in question is not the same as recorded, as the details submitted are different.
You cannot be prosecuted on incorrect or erroneus evidence, as long as you can prove beyond doubt the ticket was incorrectly filled in by the officer/ warden (they should have signed it), you can not be prosecuted.
