There are many guesthouses in Chiangmai with rooms as low as 200baht a night, and this can be lowered for long-stay customer. Check www.asiarooms.com for list of some accommodation you can find there. Need some narrowing down, you can write to me at thaitourinfo@yahoo.com.
As for travel, renting a bike is cheap and good to move around for short distances. You can easily arrange for this at the place that you are staying.
