As long as they meet the citizenship requirements yes they can. My parents were 66 & 74 when they became citizens.

If they are in already, they can. If not - they have age related
immigration restrictions. If, say, they would be trying to go there as workers, they will never succeed..

as long as thye go through the immigration process they should be able too..I assume they are already in Canada?/..if not it won't be as easy..
