find out his interests and talk to him about it, guys will talk, if its something that interests them. Also get him to talk about himself and what it is he likes to do. Then maybe suggest that you would like to do that with him as well, then he will really take notice,don't be pushy or demanding, be pleasant and sweet the way your supposed to be and I am sure you will get him talking. After that, well plan to go to events and functions, where ever you can have fun. Go for walks together, maybe go to the beach, dances and don't be afraid to let your hair down, be honest, don't keep him waiting too long when he takes you out. The more you do together the more your friendship will grow and the more fun you guys will have. Ask him for advice, pay him compliments, dress nice, be nice and act like a winner and have confidence in yourself and what you say. You could break the ice by saying how are you today or I would like to talk to you. Then say that you enjoy his company and would like to be friends with him.

Oh honey, really...
YOU have to approach him differently, be confident and show him that you're a fun person to be with and he might just open up..
start off casual and if he starts to respond the way you want him to.. then suggest to do something together like grab a drink or something casual/fun still... then go from there :)
Then perhaps you might have him eating out of your hand if you ooze with confidence in whatever you guys do for fun ok?

Find out something he is really interested in. Usually it's easy to talk about something you really enjoy, and you'll have a lot to say. As he talks more it will get easier for him to talk about other subjects. Also, in the beginning try not to make him feel bad about anything he is saying or he may clam up even more.

It is always said that friendship is the first step of love.
so my first advise is 2 be his good friend
2nd is that
now see he likes u and must be feeling a bit shy 2 talk or even scared
so u speak 2 him 1st and comfort him
then make friends and then hes all yours.........

ok take him out one night or something social like dinner with old friends and get them to ask him questions or you can start asking him things like his favourite things etc. he'll start talking in no time good luck!!
