I'm going to guess they are made by vacuum formation. A rubbish bin shaped mold has a vacuum hose or pipe associated with it.... I large sheet of plastic is placed, for example on top of the mold and heated to make the plastic soft. They turn on the vacuum and wooosh the sheet is sucked into and against the sides of the mold.

Another way would be for there to be a two part mold... one for the outside of the bin and one for the inside. They fit into each other, with a bin shaped gap between them. Again the sheet of plastic is placed on top of the outer mold and heated. The second part of the mold is then pressed into the plastic sheet and into the first mold.

This is from the ABSTRACT of U.S. Patent No 5802693 Method of fabricating a refuse container

The refuse container is advantageously fabricated by a method wherein a unitary hollow container structure is blow molded to initially form the two container bodies in tandem end-to-end mirror-image relation joined by a continuous annular connecting portion. The connecting portion is partially removed at each rim, leaving the connecting web therebetween, whereby the two container bodies may be pivoted into side-by-side relation and rigidly joined by affixation of the upper and lower lifter bars. A hinged lid may be pivotably connected to the container...

The whole patent can be seen at the google patents link below.

On that page you can also see a list of CITATIONS. From the titles, you can find other patents that talk about other ways to make trash bins.

There is an excellent programme on the Discovery Channel called "How its Made"
I have seen it on there and it is by vaccuum injection.
Basically, they have moulds and they melt down plastic pellets (usually recycled) then inject into the mould and spin it around for a length of time, keeping it warm so that the plastic doesnt solidify.

They are made in a plastic molding machine. It may be the type called vacuum or it may be an injection molding type.
