Call the police, report them.
Take photos of the offenders and the heinous crime, retreat to a safe place and weep uncontrollably because I think I'd be very outnumbered to do anything helpful for the poor bear.
I'd probably have a violent whim to harm the humans somehow but reality would set in...( I'd want to shoot them in the knees though.)
(I'd curse the offenders' bones and wish them the same fate as what they've done to the bear.)

Attempt to save the bear, then do exactly the same thing to the ones responsible for their savage act against the bear.

That would be one of the gruesome spectacle to witness. I would report to NGO - who work to prevent cruelty administered to animals and book the culprits for the offence.
If I am a Superman I can bundle them and throw in to a jungle where bears can feast on them.

Well if I had a gun, I would first shoot the poor bear and put it out of its misery. Then, I would start aiming for human kneecaps.

i will try to apprise them that bears are also apart of our ecology. if they would be burnt it will disturb the ecological balance.
