This means that if you are playing a par 3 hole you must make the green on your tee shot. If you are on a par 4 you must be on the green in 2 shots and a par 5 hole in 3 shots. Always assume 2 putts for every hole.

Green in regulation (GIR): a green is considered hit "in regulation" if any part of the ball is touching the putting surface and the number of strokes taken is 2 or less than par, i.e. with the first stroke on a par-3 hole, second stroke on a par-4, etc. Greens in Regulation percentage is a statistic kept by the PGA Tour.

On most holes, it is assumed that you will land the ball on the green and have 2 putts to make par. So, on a par 3, you have 1 shot to make the "green in regulation". On a par 4, you have 2 shots to make the "green in regulation". On a par 5, you have 3 shots to make the "green in regulation".

It basically means that if you hit the green on a par3 in one, a par4 in two or a par5 in three it counts as a green hit in regulation. Its a statistic kept on tour and is a good judgement of the form of a players long game, I think tiger usually leads it with about 78% or so, impressive!
