My oldest gets weird during a bad wind storm. My youngest could sleep through an atomic bomb. The older one didn't used to be bothered by it. I shipped him from the US to the UK when I moved over here. He was 1 and a half years old. The wind has freaked him ever since. My wife and me think the noise of the plane freaked him and he associates the wind with that. Plausible explanation I guess. I can't explain kids. I don't think anybody can.

It is not just children and cats! I have been telling my teachers for years and years not to try and do serious teaching when the wind is starting up as the kids will be like young ponies let out into the field.
But watch how distracted drivers get when a zephyr is blowing especially from the west.

The cat is probably scared of the wind.
We have four indoor only cats and one of them runs and hides during thunder or rainstorms.
The sound of the wind is what your cat is scared of, not the wind itself.

Animals are incredibly intuitive about weather. It is said that before a storm, an earthquake, or other disturbance, the animals of our society will know, and if the disturbance is great enough, they will panic. There have even been stories tossed around about whole groups of animals leaving an area just before a volcanic eruption.
Perhaps your cat is getting in touch with his wild side (in more ways than one)...

Probably the noise whooshing around their ears and it blowing up their backside doesn't help. (Cats not kids)
