why my internet explorer 7 can not load webpage smoothly when i running my bitcomet in background?

i m running my bitcomet in the background. but when i open internet explorer, it is very difficult to load all webpage. but when i close the bitcomet client, the internet explorer 7 return to normal n load webpage smoothly. what is actually happen?

your solution is to LIMIT the download speed and upload speed and the MAXIMUM number of global connections in the OPTIONS
