I would like to hotkey one of the F1 to F12 keys on the keyboard such that one of them can do the same thing as if I am pointing the mouse at the top right corner of the window (where it mark X) and left click it ... ie, close that window by one of the F keys ...

Can anybody please enlighten me how to do it ???

if you need to close the window you're working in, you'd need to press ALT + F4.

If you'd want just the F4 key without ALT, or any other key, you'd need an application. I believe there's a program called HotKeyboard out there, that allows you to do these kind of things.

There's one flaw in your idea though: With the mouse you can pick whatever window you want to close and just push the X; but if you have a keyboard shortcut and a bunch of windows open, how does the key know which of the windows it needs to close? By default, it will just close the window you were working in last(or all windows, depending on how you set it up). It will never be able to magically guess which of the 15 windows you want to close.

some of the function keys are already binded to using other functions like HELP, etc

Close for example is ALT+F4

can i redirect you to another program? if you do need to hide a window or something use this:
