I do not know the solution. My GF is Amharic from Addis Abeba, and she has many friends both back home and here in the states who are Eritrean.
However, there has been a border dispute off and on for almost 30 years, since Eritrea was granted separate statehood (they use to be one country).
Eritrea is predominantly Muslim, and Ethiopia is about half Christian Orthodox (it use to be over 70% Othrodox). Ethiopia adopted Christianity in the first century, even before Constantine established the Catholic Church. So, I suppose some of the difference is religious difference.
The current dispute in Somalia also pitted groups supported by Eritrea against groups supported by Ethiopia; so, in a way, it was a "proxy war" kinda like Viet Nam was between the US and the Soviets.
But ... based on my GF and some of her friends, I would say that Ethiopian women ... especially the Amhara ... are foxy, sexy, hot and slinky. She sure knows how to rock a boat!

Eritrea has won its independence from Ehtiopia, but the 2 countries have not agreed on some details of their border, and continue to hate each other's guts.
The fact that the two are supporting opposite groups in Somalia's civil war can only heighten tensions further and make the thought of toppling Eritreas govt by supporting their more secular opposition groups more tempting for Ethiopia.
