Yes, the offending man made chemicals have been banned. Unfortunately, these banned chemicals are still being used illegally. I read an article in Science News magazine that refers to this problem. The hole is beginning to heal itself but it will take longer than previous research allowed because of the illegal usage. The article states that the hole should be closed by the year 2065.

No. Just tighter regulations of thier use. CFC's are not the only ozone depleting gasses. There are many others.

There are regulations currently in force which restrict the emission of ozone harming substances. Factories which produce harmful gases, such as the oil refineries in Houston,Tx, are "supposed" to burn off these gases such that they donot harm the environment.
The EPA.......Environmental Protection Agency watches over these factories as well as other sources of harmful gases being emitted into the atmosphere.
They also watch over liquids, solids, gases, and any other type harmful substances which would destroy the air we breathe.

no they are not banned but measures are being taken to introduce more efficient Eco friendly chemicals to replace CFC(ozone depleting substance)

I understand that there are laws under review to limit cow flatulence, volcanoes and undersea methane releases which are the worst offenders.
