Schools and colleges in all English speaking countries, and in countries where it is used as a second language ,some basic grammar and usage are taught.They are fundamental to English.People,out of ignorance,disregard
those basics.Is it fair and justifiable ?

I find that the reason I am so pedantic about English grammar & correctness of speech is because I went to schools where English, as a subject, was consider to be of primary importance.

I also came from a family where my parents would correct me if I used incorrect grammar.

I, then, passed this on to my children.

So, in answer to your question, no matter which English speaking country you are from, your "correctness of English" will usually depend on your background & environment.

But the native speakers of a language don't learn the grammar rules . Think of how your mom taught your native language, she didn't. You just picked it up without speaking.

Therefore, you must agree that live langauges are going to change. It is fair. There are many interesting discussions on this forum: forum.wordreference.com (look in the cultural section).

yes, english pronounciation differ from region to region. just learn the grammer but speak as if the saying goes: be a roman when in Rome ...

There are some subtle difference of American English and British Commonwealth English. Mainly in the spelling dept.

Neighbor (US) Neighbour (UK, Canada)
Flavor (US) Flavour (UK, Canada)

That is just a couple. Commonwealthers also seem to use less slang.

Yes. It not only varies between different nationalities, but it often varies regionally within a nation.

Look at the answers in this forum. Over 50% of users cannot spell or use even basic punctuation.
