First of all, I doubt that you can concentrate on learning Chinese if your teacher is a "hot" Chinese woman. So, you should try to confront an ugly, old (married) but smart Chinese woman for this purpose and she understands that you do not want to have sex with her (or at least you know it yourself for sure!)
In my opinion, the best way is to attend formal Chinese language course to learn how to read and write from professional teachers.
Chinese is a very difficult language - I have a Swiss friend complained to me that she spent 3 hours trying so hard to memorize the Chinese new words she learned from school that day and she forgot how to write all those words in the next morning. She speaks German, English, French, Japanese and now learning Chinese in Beijing.
Well, there are always some exceptional cases.... if you could hunt a smart Chinese woman to live with you for 2 years, then may be, you can learn quicker. (a smart woman who knows how to teach, especially the 4 different intonations of words, and she has the patience to teach / repeat many times)
I met an American lawyer who married to a Chinese and have 3 teenage - children, he has been living in Hong Kong and Singapore for more than 20 years but cannot speak Mandarin nor Cantonese.

I have the same trouble chatting to random people in Chinese here - a bit shy, and when I see other people attempt it, I sometimes cringe and I don't want people to do that at me.
Try "Chinese Buddy" - I put my MSN on there and soooo many chinese people started speaking to me that I could keep up.
Also I hear QQ is a great place too, but I couldn't work out how to get it working.

I will suggest you to apply through CUCAS, CUCAS is a professional online platform for international students to apply for Chinese universities, it has a strong relationship with over 300 universities in China. They do not ask for any fee, the application fee is collect by them but only on behalf of the university, CUCAS also hold social activities for international students so they will not get bored, they always try to think as a foreigner and help international students to solve their problems. Very nice.
