This is going southbound in the pre-dawn/morning hours and northbound in the afternoon/evening. Any tips when to avoid? General cutoff times?

Traffic is always heavy. The really bad traffic is 3-8 and much longer when there is accidents,snow,rain, or the friday before a three day weekend.

24 hours a day for 95. There are always cars and some type of accident. The best time would probably be midnight

I've found that it really varies. Figure from 7/8am - 9am during the week you're guaranteed to encounter delays. Predawn you may be ok, but I truthfully haven't been down I-95 at that time of day in the morning. In the evening from 3:30pm-7:30pm its usually congested, but sometimes its a steady move and sometimes it comes to a standstill.

I95 is the most heavily travelled interstate.

go realy early in the morning (before 5am) that is your best bet,
and don't leave on a thursday or friday.. and don't travel on sunday
