You can find articles and lists of cultural events on Merhaba.com. The cultural centers in Istanbul usually sponsor some sort of art exhibit or performing arts festival -- this week end, one had an improvisational festival with an excellent African Dance troupe (led by a Turkish woman). Small art galleries are tucked into odd spots in the city -- some good, some bad, but often good places to hook up with visual artists. Writers seem to be a bit reclusive, but can sometimes be met at the Book Exchange just up from Tunel.The best way to find artist hang-outs is by word of mouth; at least that's what I have discovered so far.

Don't know much about art scene in Turkey but have seen great work of Kutlug Ataman about inhabitants of Kuba, community in Istambul.
