9-27 is this ''Then will Allah after this turn (mercifully) to whom He pleases, and Allah is Forgiving, Merciful.''
I think the verse you are looking for is this
9-29''Fight those who do not believe in Allah, nor in the latter day, nor do they prohibit what Allah and His Apostle have prohibited, nor follow the religion of truth, out of those who have been given the Book, until they pay the tax in acknowledgment of superiority and they are in a state of subjection.''

It is not 9:27. The nearest I can find to this is 9:29: "Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and his messenger, nor acknowledge the religion of truth from among the People of the Book [Jews and Christians] until they pay the [poll tax] with willing submission, and feel themselves subdued." Note that this is one of several instances in which Muhammad claimed to speak with the word of god -- the ultimate power trip.

Sura 9:27 states "Then afterward Allah will relent toward whom He will; for Allah is Merciful"

verses relating to fighting or "killing" refer to those who aggressed against Muslims and mostly [especially in Chapters 8&9 of the Quran] refer to idolatrous Arabs who committed "war crimes" against Muslims.
