I would say that this person may be pre-occupied by his/her agenda or thoughts at the moment, or perhaps on the cell phone in a detailed conversation. We all get distracted by our thoughts at times, and we all make silly errors once in a while. While operating a vehicle, all drivers must pay attention to the errors of others in order to survive each trip.
Being self-righteous and critical of others is a human trait, but I don't ever "assume" anything while Im driving. You don't know what's going on inside that other vehicle.....distraction, headache, illness, medication, alcohol, drugs, etc.

The asian woman that nearly hit me today doing just that, but signaling right and turned left. Luckly i have good steering and luck, I moved just in time and she ended up giveing me the evil eye and dirty look. Grr. Learn to drive or get off the roads.

I wouldn't expect any type of person because I know about the "fundamental attribution error" of psychology. The situation has a more powerful effect on behaviour sometimes than the type of person. consider, for ex., the Milgram study, or the Prison guard experiment.

Someone who is confused, lost or not aware that their turning signal was even on at the time of turning..
But my money is on "Not Aware".

Someone on their cell phone, someone driving while intoxicated or someone who forgot that their turn signal was on.
