We had a similar complaint in our town. As a Police Officer I'd have to enter the bar and advise the manager to turn it down. The complainant ended up writing a letter to the mayor demanding an ordinance be passed to issue citations. It worked and from then on we wrote tickets to the bar owner umtil they realized it was cheaper to keep the music down....

Yes!!!!! Excessive light pollution causes birds to lay eggs earlier than normal. In some areas this could mean the babies will not be able to survive. Also, it wreaks havoc with migratory birds. (1) (3) Light pollution is threatening turtles and their reproductive cycles. (2) Also, it has a very negative impact on our sleep cycles, probably causing insomnia and other problems. (3) Noise pollution is really really horrible for developing children, and might possibly be a contributing factor to Autism. (4)

You can complain to the police, and if they don't do anything, write to the mayor and your city council- most cities have nuisance laws. If they don't, try getting together with your neighbors to change it.
You could also bring a private lawsuit against them (you could also join with neighbors on this) to sue for the damages of lost sleep and to get an injunction against them for interfering with your right to quiet enjoyment of your home. This is your best bet if the law is not on your side- there is no reason they can't soundproof their club or simply turn the bass down.

Sometimes clubs forget to unplug things late at night. That can cause a fire. Or, get the owners phone number and call him at 5 am every day and ask what he is going to do about keeping you up.

if you and neighbors get enough signatures you can try to have them stop playing music so late and limit their time they play music into the early hours of the night.

I think it depends on how your neighborhood is zoned. They may be within the law. If it were a residential area, that would be different.
