it is not allowed in Islam to take a non-mahram person or persons of the opposite gender as a very close friend. Such friendship often leads to haraam. In the Qur’an, Allah mentioned that good men and women are those who marry, do not have fornicating relationships and do not have "paramours" or Akhdan see An-Nisaa’: 25, Al-Ma'idah: 5).
Akhdan are "sweethearts" or for a man a "mistress" and for a woman a "lover". The Prophet, peace and blessings be upom him, is reported to have stated that “whenever two strangers of the opposite gender are alone with each other, Satan becomes the third one between them.” (At-Tirmidhi)”
So it is not allowed for a Muslim boy to have a girlfriend or for a Muslim girl to have a boyfriend. Howsoever pure your intentions may be, the danger is that it will lead you to sin. Or at least you will be alone with each other and spend more time together.

There are some points you have to care. If you think to marry with someone, then you can marry.
Islam forbids sexual activities without marriage or arrange.
Society must know that you arranged the marriage. And you have to made a religious marriage.
In the friendship period, girl or boy can not control their own selfs.

never to be alone in one place

never go out with her while her parents are refusing

its ok if a muslim want to have a gf/bf because islam never forbids its followers to have any relationship with other human beings. even though islam has a strict guideline in relationship with the opposite sex, it also allows it followers to get to know other people and respect them. islam only forbids its followers to have close relationship that is based on sex or other body contacts. wallahualam.

it depends on how to explain Islam. you know this religion is very vast and we don't know the real things about it, but individually I think it is never mind if the two persons know each other very well and as you say no sexual activity. it is OK.
