No point telling... Show rather than tell. You start off as friendds and when she knows you better, she will understand. Currently, I don't think she wants to start another relationship. Be her friend, take things slowly and just tell her that you have feelings for her (DO NOT SAY YOU LOVE HER) that would freak her out, just tell her you would like to try dating and see what happens. If you were there for her during all the **** of her past relationship, she will trust you and know that you are not like him. But make sure you give her space and let her make her own decisions, so push too hard to fast otherwise you will scare her off.

Sure you should pursue her. Go after her and romance her. Love her extravagantly and passionately.
