Is their a software tool for taking off files from your computer that say they are write protected?

I put a software program on and I tried to uninstall it and it wouldn't
uninstall so I tried to just go in and erase it manually and I got most of it but their is still a bunch of the program on my hard drive. The problem is mostly dll files.
I tried to boot into safe mode thinking it would shut down the dlls so I could erase them but it wasn't happening.They kept saying.I didn't have permission to delete them .That they were write protected L.O.L But this pisses me off it's my computer.
Is there a software tool for removing these type file's. This isn't the first time I ran into this problem not only with dll files but with plain old text files too .They simply wont let you delete them and I have to wonder especially with the text files why someone would do something like this.
Just to piss you off or something more sinister.

Well, if it were me, I'd go to the DOS command line and use the attrib command to remove the read-only attribute on the files.

example

attrib -r filename.dll

but you can also do the same thing in Windows Explorer, right click on the file names, select properties and you can change the attributes.
