I've had people I only know, send me an email asking (telling) me to review their site. That's spam. That's not a personal email, OK? A personal email is an exchange between friends.
If you mention it in conversation with your friends, fine. In a general way, this is my new site - even print off the link - say it'd be great if any of you have the time to take a look. But you can't demand that people look at your site. I know you don't mean it that way, but think about the difference. You could ask friends if they would mind emailing you privately if they think it could be improved, or has some flaw, instead of leaving an honest comment online. They might not like it, you see.
Not everyone wants to visit a website they are unsure about or which might cause problems for their PC. Secondly, the best way to boost your site is to advertise it, check that it shows up on Google, on ask.com, on links from other sites. You can print off stickers locally, you can advertise it on technical forums. But advertising isn't friendship.
